For cse both college is good its depend upon how you study and your cgpa but according to nirf ranking bmsit is better then new horizon its depend upon its depend upon which institute u get through kcet or management seat

Yes, you can shift, only on one condition. You have scored good marks i.e you have to top in your branch, then you can shift.
