Sure, she could. If you are looking for good colleges outside Karnataka, opt for Graffiti Institute of Fashion Technology, Indore offering B. Design Fashion and affiliated to Raja Mansingh Tomar University - a central university established by government. Of Madhya Pradesh.

For UG courses, 12th marksheet is required and for masters your UG degree would be required but you'll have to give the entrance.

I am not really sure if NIFT has sports quota. Request you to contact the college officials to verify the same.

If you are applying for Bachelor's degree courses, then there is 5 years age relaxation for SC, ST and differently able person candidates although for General and OBC its 23 years. For Masters there's no age limit.

Make sure, when you are going for situation test you must carry:
Call letter of situation test and admit card of written examination. Carry a good pair of scissors (sharp). Your scissors should be big one. Do not carry too small scissor. Paper cutter (with sharp blade) or craft knife
Cello tape (Should be wide 1520 mm and has good adhesive. Prefer Scotch magic tape. )
Carry blue/black dot pen and gel pen. Fevicol (do not carry any cheap glue as they are less sticky).
12 inch ruler steel/acrylic. Pencil/eraser/sharpener.
Stapler.

Yes off course, you are eligible for this entrance exam, as you have cleared the +2 level examination in the 10+2 pattern of examination of any recognized Central/State Board of Secondary Examination.
23 years is an upper age limit. Feel for any of your further doubts.
