Yes, your rank is good enough to get you admission into CET, Bhubaneswar or NIFT, Bhubaneswar. Getting into CET would be comparatively easier than NIFT.

They require all marksheets, transfer certificate, your I'd card. Etc.

It will cost you around INR. 2.5 Lacs per year for this 2 year course from this college.

NIFT is not a very good college, it is just a government college with some basic facilities. If you are getting any better NIT than it then go for it. Else NIFT is better than private colleges.

No, there is no such scheme for fee at NIFT for SC category students, but you can get post matric scholarship from state government through National Scholarship Portal (NSP) in schedule caste category. You can apply for the same, after taking admission.
