Dear Dev!
Many of the private college don't consider NIOS Student for their regular course. So firstly you need to contact the college administration asking your eligibility. If you are eligible, then the procedure is same as like of any other board candidates.

Hello Nitin, Top 20 percentile is calculated by checking if you scored more than 80% of the students who took the exam. You can check with your school and NIOS directly.

Please check for your eligibility to apply for a general nursing course from the criteria mentioned below:
Eligibility for Diploma in GNM Course:
1) Successful qualification of class XII from a recognised educational Board
2) Preferably, Science subjects as the main subjects of study at the 10+2 level
3) Minimum aggregate score of 45% (40% for SC/ST/OBC candidates)
