Hi Pulkit,
You can get admission in Russia. MCI gives acknowledgement to students from NIOS to appear for MCI screening. But, this rule might change from next year.
So, if you are going this year, you might get acceptance.

Yes NIOS students can give the NEET exam, NIOS is a board at par with other recognized boards in India.
