Go for Osmania University if you don't want in the NE states. Osmania University is all good in terms of many aspects and comparable to NITs of NE.
First of all, every college is good. Everything depends on the students and how he/she is. Thus as per the question, my answer will be if you choose NIT, then go for Agartala or Silchar, else choose OSMANIA University.

Hello Jeevan,
NITs are premiere institutes to pursue engineering even if you get the lower ones. NIT Agartala is quite good college and placement are also pretty much satisfying. The average package of chemical engineering is around 3.5-5 Lakhs per annum. Major chemical engineering recruiter's at NIT Agartala:-
HPCL
ONGC
Aditya Birla
ITC
Honeywell
P&G

According to me, NIT Agartala is much better than IET Lucknow and that's because after IITs there are NITs which are under the central government. IET Lucknow is in under AKTU state government. As Central government spend lots of money on IITs and NITs. Students in NITs has much more opportunities, facilities, you can do what you want. Inc campus there are almost 200 companies who come every year for recruitment, companies like Google, Microsoft etc. But in IET there is nothing like that one. - Placement wise mechanical and CS are the safest branch of NIT Agartala. If you are good you will surely land up multiple offers with many companies. You will have an opportunity to sit for prestigious companies like Bharat Petroleum, Hindustan Petroleum, Tata Motors, Maruti, Ashok Leyland, Fiat, Tata Technologies, L&T and many more. Do not depend solely on professors, be your own teacher and gain training experience, attend workshops, get good internships.

There is uncertainty regarding any branch. Maybe you can get bio engineering but if you belong to SC or ST category you might get some core branches as well.
