Depends on your rank. If your rank comes around 1000-1500 in general PWD, you may stand a chance. Chances are less for old NITs but you may get a seat in the new ones.

I don't know about the reservations, but for admission in a good NIT, you don't have to wait for the JEE Advanced score, you can get admission to the college by getting at least 250 marks in the JEE Mains exam.

Rank near to 1500 in general-PWD category can get you a seat in NITs for OBC and SC/ST PWD category marks required are even slightly lesser.

NIT counselling is an online process.
The Joint Seat Allocation Authority (JoSAA) will be the responsible authority for the counselling and seat allotment of JEE Main 2017. JEE Main 2017 counselling and seat allotment will be held in seven rounds. JEE Main 2017 counselling and seat allotment will be not be conducted separately but will be collectively conducted through JoSAA 2017 for 31 NITs, 23 IIITs and 20 GFTIs, which are the participating institutes of JEE Main 2017. Sarvesh you can't enter NIT based on Diploma, though you can go for IIT so you have to clear JEE Main first but your score card won't be released , only you will be intimated that whether you have qualified for JEE Advance or not and if you get into IIT then your scorecard will be released
