Hi,
It actually depends solely on your interest and place of residence but if you would go by institute then chemical engineering at NIT-Warangal is better. However, if you don't prefer chemical then I would suggest EE in NIT-Raipur.
I would suggest you to refer the syllabus of both the disciplines. Whichever you are interested in learning, you go ahead with that one.
NIT-Rourkela is also doing good enough so you can surely join there as it gives a very good scope for students in extracurricular activities and study is also extraordinary. Moreover, it has a nice curriculum with awesome placements and a good package.

No, you will not get admission for any branch in NITs, as your rank is very low.

Best option is to go for mechanical engineering from NIT, Raipur as it has more reputation and also mechanical engineering has more scope than electronics engineering.
