You have to got 75% marks to be in top 20% percentile of college. But nevertheless, you can get admission in NIT-Raipur. But firstly, there is the first requirement. So, you can go for some integrated course in branch selection and then, the internal sliding, you can get the branch as per the requirement.

It's better to go for ECE from NIT-Silchar rather to go for chemical from NIT-Raipur.
As both the colleges are not topped ranked NITs, so here branch matters more than the college.

Also, since fees might be an issue, just so you know, NIT-Raipur has lesser fees as compared to IIIT Una

If you are specifically aligned to CSE and if you are getting it in NIT, Raipur then go for it, otherwise if branch is not an issue and you are targeting for knowledge then mechanical engineering is one of oldest and good branches of NIT, Raipur.

Colleges like SPA-D, NITT are better for B.Arch in my opinion. However, the college that you have mentioned are also good.
