With your rank you can get anything other than CSE in some of the NITs. That depends upon your choice of college but mostly you will be able to get almost every branch in NITs except Surathkal, Trichy, Warangal. In these three colleges CSE MECH and IT may or may not be available depending upon choice of other students whose ranks are above you. Try not to go with the horde. It depends on your institute. Some institutes don't have internal sliding. Some do have it and Its either at the beginning of first year or the end of it. A notice will be given to you by your college. You will have to fill up a form and depending on the vacancy and your grades you might or might not get a change of branch.

Yes you can. As far as i know, Last year OBC cut off for mechanical was around 8000. I don't think it can go so low as 5000. still keep your options open for other NITs, where you can get easily. Don't fill only 2-3 choices in the counseling website. Make sure you order the choices according to your priority. It should be easy for you to get in. All the best.
