No, you won't be able to. JEE Main Cut off depends on several factors such as:
Total number of candidates appearing in the JEE Main entrance exam. Total candidates applied for admission in UG or PG degree courses in NITs. Total seat intake and difficulty level of the examination. As you are from the ST category, according to previous year trends the qualifying mark would be near "43-46", Keep eye on the rankings.

First of all, it's GFTI college, not GFIT college. You have not mentioned your proper information, like which exam you have given, your All-India Rank, or gender. However, with the 23 percentile, you did not get admission to any National Institute of Technology (NIT) or Government Funded Technical Institutes (GFTI) colleges in the civil branch. But you may get into these colleges for computer Science and engineering branches.

NIT Surat should always be preferred above Jaladar as NIT Surat inboard better companies as compared to Jalandhar. Placements of Surat are also better than Jalandhar and Surat is ranked higher.

In the absence of your category-based rank, it is difficult to accurately answer if you can or cannot get NIT-Andhra Pradesh (Tadepalligudem). But based on the previous year's cutoff for B.Tech in the Computer Science and Engineering branch, it could be said that you cannot get NIT (Tadepalligudem) if your general category rank is not under 17,400 in JEE Mains. The reason is that CSE is one of the top branches, and therefore the competition is high, as evident in the 2020 and 2021 cutoffs. For taking admission in IIT after drop is that you should not have taken admission in any of the IIT course previous year. There is not an issue if you take admission in NIT or IIITs and next year, appear for JEE Advanced (meeting all other eligibility criteria). You should must visit the FAQ section on JEE Advanced website where they have answered like almost all of the different scenarios for students. Hope it helps then please upvote.

First of all, congratulations for such good marks in JEE Main. You have secured a good rank. You can easily get CSE in any of the NITs. But choosing your home state NIT will give you a very big advantage rather than competing for other state NITs as you have home state quota. But with such a good marks you can compete for top NITs if your home state NIT is not so good as the others like NIT Warangal or NIT Trichy. You can even try for advance and try for some good IITs. If you think that NIT is enough you can surely end up with CSE in good NITs
I can assure you that you can get CSE in a good NIT.

With a rank of 15295 in JEE Mains, you have many options to pursue a B.Tech. in Computer and Science Engineering (CSE) and a B.Tech. in Information Technology (IT). You can also get admission into select NITs and IIITs in the SC category.
