As you rank is under 10,000 in ST category, you should apply for jossa counseling and you will get your dream NIT and any B.Tech branch which you want, also you'll get a scholarship in it. You could get NIT Delhi or NIT Maharashtra with B.Tech CSE branch, which is dream of many JEE aspirants.

Since you are from a reserved category with 80+ percentile you can easily get any good NIT'S like, Goa, hamirpur, NIT trichy etc. Whether old NIT'S or new NIT'S with your preference of branch being core (civil or mechanical ), you can definitely get admission in any course. You should mention your Home state for the cutoff kind of information. I'm writing in Other State respective. You can easily get CSE at NIT Jamshedpur, Patna, and Raipur. From placement respective, these colleges are very good you can choose the best. Apart from that, you can also get IIIT Gwalior which is also a very good college. I know by the time of answering JoSAA choices have been locked but if you feel like you didn't get the preferred college you can go for CSAB. Hope it helps.

Yes, Diploma holders are eligible to appear for IIT JEE 2019, but they will be considered similar to 12th passed candidates.

You cannot get IIT simply based on JEE Mains score but yes you can definitely get into NIT it depending upon the cut off that year.

Yes, you can get admission very easily into NIT and IIIT for B.Tech. According to your rank, I am suggesting some colleges. The list of colleges is given below.
1-IIIT Bhopal.
2- IIIT Gandhinagar.
3- IIIT Ranchi.
4- IIIT Jaipur.
5-NIT Agartala.
6-NIT Sikkim.
7-NIT Rourkela, etc.
