I am afraid your 76 percentile is quite low to get admission in any NIT and especially in CS branch. If one understands the percentile, then it is clear that 24% of almost 13 lakh students are above you. But then there could be some dynamics in admission process which may enable you to get admission somewhere. You actually mean non-creamy layer of OBC. Right? Because if you are in the creamy layer of OBC then there is no reservation and you are considered as in general category. But your brother has obtained the percentile with which he is above the cut off even if considered in general category. This means that he can definitely seek admission in NIT and also is eligible to appear for JEE Advanced.
