Basically, branch wise civil is better or more preferred but if you want to pursue software jobs then you can select chemical as you are able to focus more on computer programming in chemical engineering.

Do you know what you are actually asking? By getting chemical or civil branch how you can get good software package? You can get good package but it will depend on your skills that you will acquire during your college. No college assures you any package, it depends on your hard work.

Truly speaking there is no chance in any NIT or in any IIITs at this rank. You may get GFTI colleges but can't get CSE or ECE.

No, it would be very hard to get as your score is less, you should take a drop year and work hard or try some good private engineering Colleges.
