149 is a very low score. You need to score a minimum of 180 marks in NMAT exam to get admission in a good B-school for MBA. NMAT cut off is the minimum score required to be scored by aspirants in the exam for admissions into MBA and PGDM courses in NMIMS, its affiliated universities, and other top business schools in the country that accept the NMAT scores. The cut off may be released in the form of a score or percentile.

NMIMS Mumbai cut off would be based on the cut off marks decided by the University. Candidates must have passed 10+2 with a minimum of 50% marks from a recognized educational board to apply for further admission. Also, the candidates should have scored more than 50% in the management entrance exams like CAT, MAT etc. All the best for your future.

The answer is decided based on the percentile you got. Though 223 accounts for approximately 90 percentile and the cutoff for NMIMS is 94+ percentile in NMAT. So, you will not be eligible to apply for this college. Though your question is even if your percentile is eligible your quant score is low then can you apply? So, the answer is yes you can. Because NMIMS sees the overall score and not the subjective scores so if you have a better overall score then you can apply for NMIMS.

According to your merit list number it's quite difficult to get into the college I suggest you to wait for the final date and start applying for other colleges there are 20 of colleges in Mumbai which provide to good education as well as infrastructure
You are in the waiting list of the college so maybe there will be some chance that you might get into the college.
