Yes, it is valid, but for MS you need to develop your skills beyond B.Tech, so that you understand the level of studies which is carried out abroad.

My suggestion is being an alumnus of NTTF, its good decision that you have decided to study B.Tech post NTTF. Since the NTTF Diploma doesn't have any recognition you will have to do your B.E. Degree only at Deemed University in India. Coming to my experience, I tried to apply B.E. In southern states through Lateral entry scheme of government. Colleges but I got rejected saying that my Diploma NTTF doesn't have recognition, then I have left with no choice of choosing Deemed universities that to Tier 1 Pvt Deemed colleges again rejected by saying the same reason.
