Yes, IELTS is compulsory if you wish to pursue a course in Canada. However, besides IELTS international students can submit test scores of various other English language proficiency tests such as TOELF, PTE and Duolingo. Canadian universities generally require international students to prove their proficiency in the English langauge. It is because the mode of instruction in Canadian universities is English.
