If the online platform is AICTE approved and follows UGC guidelines then it's valid for you to give government exams.

It seems that the last date you mentioned (29 Feb 2020) is for the previous year's Openmat MBA exam, which is already over. The registration for the current year's exam might not have started yet, or the exam might have been postponed due to the pandemic situation.
