Both the things are completely different, so you need to make a pros and cons list to clear your thoughts. As per my knowledge you should do full time MBA, because there you learn a lot more things and also your experience will also get counted in so many colleges.

The stream of operations is open to all, but as mechanical engineers study this in engineering too. So, they get more familiarity with it and excel in the stream. But, it is not mandatory that mechanical engineers can only go for operations.

The Advance Certificate courses are short term hardcore specialization study modules. Where the students only studies the subject of his specialization and is a certificate holder in the same.
