The universities you want to target are some of the world's most competitive and selective. These universities don't have any scholarship test, once you apply you will be automatically considered. But the problem is most of these will offer scholarship on the basis of your financial background plus your profile. You must be extremely brilliant. Coming from SC category won't give you any special consideration, it's all merit-based. If you have not checked any of these university websites its high time you start checking the website and try to understand what kind of students they take in. Prepare accordingly.

Any top university like Oxford would require you to be academically very strong. Therefore, you need to work hard on your academics and perform very well in your Masters. Since you want to do mass communication, you can also think about an internship in the same field and also improve your profile by doing some related project work, write in journals, freelancing, etc. You must also take the IELTS to study in UK. You must also visit university websites for a better idea about the know-how of the admission processes. You have lots of time. So utilize it to the fullest and prepare.
