Hello Krishna,
Lateral admission or admission directly to 2nd year of engineering is a facility given to those students who have cleared Diploma. But invariably it's limited to those students who have cleared Diploma in same state. Normally DTE of Tech Edu controls the whole process after results of diploma are announced.

Hello Ajay,
Both the courses you mentioned have great potential for job. I suggest you go in for paint technology. Almost all companies producing paints have announce expansion plans and hence finding job could be easier.

You should do B.Tech in chemical engineering. There is a lot of scope of chemical engineering in India & abroad too. You can get good salary package in any pharmaceutical or chemical company.
