You are probably a working professional, so choose executive MBA (weekend) within your diameter rather than part time PGDM.
You can also choose Anna University affiliated full time MBA from Gnanamani College (Namkakkal, Tamil Nadu) at total course fee of 1.6 LPA (probably lowest among private colleges) if you have 60% in graduation and decent entrance score.

You will get managerial if you have work experience of atleast 2 years. For freshers executive roles will be available as an starting job. Though, regular course from reputed B-School may provide you managerial jobs.

Part-time MBA will not be very helpful. There is not a huge difference between MBA and PGDM today. Both count equally when it comes to placements. I'll suggest you BIMHRD and SBS in Pune which are one of the top Management institutes. Try your best there.

Yes You can. There are universities like IGNOU, Sikkim Manipal University, from where you can do part-time MBA.

Diploma in engineering is not equal to graduation degree. Eligibility criteria for MBA by distance learning or E-MBA is graduation degree. Unfortunately, based on your current educational qualifications, you are not eligible for E-MBA until you complete your graduation degree.
