Well, both branches are good.
Depends on what you want to do. Engineers apply principles from science to create practical solutions to real-world problems. Chemical engineers use chemistry to develop fuel, food, drugs and new substances. Petroleum engineers cover chemistry and geology to extract oil and gas from under the earth's surface. Though both professions need a Bachelor's degree, they study different subjects.

According to me, it all depends on your interests. Whatever you do, if you have the passion then you can easily get success. Moreover, in petroleum engineering, the scope in India is very less. So my advice is not to do petroleum engineering. But if you have great interests in it then you should go for it.

If you get any IIT or NIT and any good private college like BITS or some Karnataka college then it will be a better choice. But if you want to take admission in UPES then first of all, you should go for petroleum engineering because UPES has the best placement record for petroleum engineering. After this you should opt CSE. CSE also has good placements but not more than petroleum engineering.

UPES is good but you'll have to check whether UPES takes admission on the basis of 12th standard marks.

It is a very good career option. One of the famous universities for petroleum engineering is UPES, Dehradun.
You should write JEE as it is one of the important exams but try to prepare yourself for UPES exam also.
