Since the fields are different, you have to check with the universities, the admission requirements vary accordingly. Your interest and relevant knowledge in CS related work, projects, etc., must be demonstrated.

If you will talk about government college, then you know the answer of course, IITs for both. If you will talk about private for petroleum, I will suggest you UPES, Dehradun and for software engineering, I will suggest you, RVCE, Bangalore. Listen, college selection should be best because it will reflects to your professional life. So, do a correct decision. How to judge any college I explained in my previous answers go through those answers, you will get to know.

I will suggest you for petroleum engineering because it has less crowd but in software engineering, you will face a huge crowd. Actually, I am also doing Computer Science engineering. I am observing that it's very tough to get a fine job as well as money because if company have so many options then they will take the least paying person. So, I will suggest you to go for petroleum engineering but select the best college among other college in india like UPES Dehradun, etc.

As of now, there is no M.Tech in Presidency University, Bangalore. And if you're looking forward doing B.Tech post your plus two with PCB, all the beaches of engineering are opened to choose from apart from CS.
