Yes, you can do Ph.D. in HR after M.Com. from a distance learning mode provided your degree is approved by the Distance Education Council or IGNOU. The minimum eligibility for the Ph.D. course is a post graduation. You can apply for the Ph.D. as a distance as well as the regular course. You need to score at least 50 % marks in the PG level. The course duration is of 3 years and the cost of the fees is Rs. 16800/-.

You are qualified to apply for the UGC NET exam, yes. According to the official announcement, applicants must have earned a postgraduate degree from an accredited university with a minimum cumulative GPA of 55%. Additionally, you have to meet the age requirement. For NET JRF, applicants must be under 30 years old, however there is no age restriction for UGC NET Lectureship.

You can look for the IIT Roorkee's Ph.D. disciplines. It offers Ph.D. programmes in engineering and management. For additional confirmation, one might speak with the IIT R Humanities department. Additionally, you can research the following universities for a Ph.D. in paper code 60: JNU, DU, BHU, Nalanda University, and Ambedkar University.
