The general eligibility criteria is: Candidates must have completed their Master's degree in English language with minimum 55% marks from a recognised University. You can apply for any colleges.

Yes you can pursue but both of them can not be regular
one of that you have to do as correspondence
as well as you have to check your exams date would not clash. Happy to help.

After completing a Diploma in Mechanical Engineering, anyone can go for short-term Certificate courses like CNC Training, CAD/CAM Training, Catia, Unigraphics, Solidworks, etc. Anyone can even go for a B.Tech degree in Mechanical engineering or a related field. Hope it helps.

It is not really advisable to pursue an M.Phil degree since the Modi government's decision has been announced to remove M.Phil from the recognition list. It is usually a two-year academic research programme that is often referred to as a double master's. This decision will not affect students currently enrolled in the course said the University Grants Commission (UGC) to relieve the students. Considering this it is not a good idea to go for an M.Phil. Hope it helps.
