Hi,
Admission for Ph.D course are generally done through institute itself. Each year, every colleges providing Ph.D courses release their notifications. You just need to apply for the subject you are interested in.

Hi,Every year, they release the cut off marks for every branch. And then tests and/or interviews are conducted. You just need to apply for the course. Although cut offs are very good, so prepare well. Best of luck.

I am not sure M.Phil exists anymore, as the UGC doesn't approve of it, anymore. You have to go in for Ph.D. You may have to publish a couple of papers, before applying for Research. English Literature is offered all over India and there is no problem, on that count. The spade work must be completed, before finalizing admission in Ph.D. think of UGC NET also, first. The process is greater these days.

B.Sc+M.Sc+Ph.D (BT) is a science stream course available in all major arts and science colleges whereas B.E. / B.Tech. +M.Tech+Ph.D. (BT) is an engineering course (more applied) which is to be pursued in an engineering college/ technical university. Career prospects are different. Option: 2nd is better, but costlier than the earlier one.

Many universities having humanities stream provide Ph.D. (English). You should have 55% in M.A. (English) - Duration is 4 years (if you possess M.Phil. (English) then duration is 3 Years) and the fees is on par with your PG only. Many universities are providing 4 times admission process in a year.
