Hi Trilok,
Ph.D. is done on the basis of subject you have in your master degree with a minimum 55% marks. I suggest you to do MA in Journalism and Mass Communication. Then, you could pursue PhD in Journalism and Mass Communication.

You can take admission when the admissions are going on in the concerned university, Age limit:
Candidate must not be more than 55 years of age on the date of the entrance test
A candidate is eligible for Admission and Registration for Ph.D. programme provided he/ she has qualified:
Masters Degree of any recognised University/other qualification in a relevant field. The minimum qualifying marks are 55% at Post Graduation level (Relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade, may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Able and other categories. )

Dear Pradip,
B.Tech is a graduation, you have to complete Master or post Graduation level and then M.Phil is also a step, For Ph.D in any stream you have to pass all the steps, you can't apply by doing Graduation. FYI more details:
