It's very tough to say which department of IISc is better than the other. In fact each department competes with another for academic excellence in this institute. I would rather advise you to select the topic that fascinates you the most amongst a variety of subjects that you are eligible. I am attaching a link for you:

There is no doubt that you are eligible to get a job in good firms but if you want to see yourself on top, working with the best companies and a six-figure package in coming future, you must go for PhD because the ones with the extreme level of knowledge in any field are offered the best positions in the top companies.

Admissions are made twice a year, in July and December. The minimum qualification for admission to the Ph.D. programme is a Master's degree in Mechanical Engineering from a recognised University with minimum percentage/CPI specified by the Institute. In exceptional cases, candidates with B.Tech in Mechanical Engineering, Master's degree in other branches of Engineering and Sciences with minimum percentage/CPI specified by the Institute will be considered. Eligible candidates are required to appear for the entrance test conducted by the university for admission to M.Phil/ Ph.D. course.
