It's very tough to say which department of IISc is better than the other. In fact each department competes with another for academic excellence in this institute. I would rather advise you to select the topic that fascinates you the most amongst a variety of subjects that you are eligible. I am attaching a link for you:

There is no doubt that you are eligible to get a job in good firms but if you want to see yourself on top, working with the best companies and a six-figure package in coming future, you must go for PhD because the ones with the extreme level of knowledge in any field are offered the best positions in the top companies.
