It's very tough to say which department of IISc is better than the other. In fact each department competes with another for academic excellence in this institute. There is no doubt that you are eligible to get a job in good firms but if you want to see yourself on top, working with the best companies and a six-figure package in coming future, you must go for PhD because the ones with the extreme level of knowledge in any field are offered the best positions in the top companies.

The minimum qualification for admission to the Ph.D. programme is a Master's degree in Mechanical Engineering from a recognised University with minimum percentage/CPI specified by the Institute. Eligible candidates are required to appear for the entrance test conducted by the university for admission to M.Phil/ Ph.D. course.
