Almost all IITs allow students to do their Ph.D. of course there will be some criteria for selection. I suggest you approach any IIT and seek help. They will be more than willing to help you.
Best wishes.

You have done PG in management hence you are eligible for Ph.D. in management. However, if you are desirous of Ph.D. in any other subject, then you need to obtain PG in that subject first.

There is a number of institutes or colleges providing Ph.D. in neuroscience. But I would suggest you to go and visit
1. Amity University
2. National Brain Research Centre
3. AIIMS

Here, I have mentioned Amity University's link above. You can go and check it regarding your course.
Hope this will help you.

You can pursue Ph.D. after B.Tech. but you will have to complete your M.Tech first. This, in fact, is the eligibility.
Best wishes.

Yes, it is valid to pursue a course by going to college or by distance education, provided that the course is recognised and not a fraudulent one.

You have scored quite handsomely in M.Sc., congratulations. Almost all universities conduct a screening test of prospective students of Ph.D. You will have to clear this. Then you will have to approach an authorized guide. Then select a topic of research in consultation with this guide. Register and start research. That's all.
