You have set your heart on a very noble subject. Unfortunately for pursuing Ph.D. one needs PG in related subject. Meaning you need to do B.A. & then M.A. in psychology to become eligible for Ph.D. However, based on graduation, you can think of pursuing postgraduate Diploma or certificate in child psychology.

There is no such institution available for photography. It's an art, you can master it by improving your skills and can become a good photographer. Go to any institution to learn photography and the fee structure depending on the institution.
