The best college to pursue the PH.D is the IIT and IISC. Indian institute of Technology (IIT) conducts IIT JAM for the graduate candidates for the M.Sc, PhD, or dual degree from the topmost institutes of India.
The IIT JAM also known as the joint admission test. Youcan apply for the IIT JAM exam if you fulfill the eligibility criteria as per the notification.

After completing Ph.D in the field of Law, you are directly entitled to approach in any private or government Law College for the post of Assistant Professor. For such, you need not to clear National Eligibility Test (NET) conducted by the Central Board of Secondary Education (CBSE) approved by the University Grant Commission (UGC).
