It is all about networking now. Browse university websites for their research activities, you have to check which university has research activities in your field. You have to write to the research supervisors of particular universities and share your research proposal with them, they will get back to you if they like what you wrote. Follow up rigorously. You need to check funding opportunities, international programmes, etc. Consider checking Schiller International University (SIU)- Heidelberg and School of International Studies of the Dresden University of Technology.

Major universities are admitting students to courses which are conducted by university's teaching departments through own entrance exams. Notification commonly released on March - April of every year. Please visit university's websites.
There are lots of self-financing colleges that offer B.Sc in genetics without entrance exams. The entry requirement is 12th with PCB.
