Listed below are the minimum criteria which candidates interested in pursuing the course are required to fulfil, in order to be eligible to apply for the course:
Successful qualification of the 10+2 level of education in any stream, from a recognized educational Board.
A minimum aggregate score of 50% (45% for SC/ST/OBC candidates) at the 10+2 level.

Only by completing MS you won't be eligible for a PR. First you need to get a job and stay there for several years. You are advised to check the immigration website for details.

It ultimately depends on where you want to settle down. If you want to work in India then obtaining a degree here is only better or apply to a very good university abroad so that employers here accept your degree. France, Germany and even Switzerland are good options. Gain some work experience there too.
