Master of Philosophy and Master of Arts in Philosophy are two different courses. As you may already know Master of Philosophy is known as M Phil. You can pursue MPhil course after completing a post graduate course. Now this course has been discontinued. Master of Arts in Philosophy which is also known as MA Philosophy is a course that you can pursue after graduation. Master of Philosophy is a degree in Philosophy that can be pursued with any specialisation whereas Master of Arts in Philosophy in a degree in Arts with Philosophy as a specialisation.

Yes you can pursue MA Philosophy after completing BTech or BE course. Make sure that you have at least 50% marks in graduation. You should also have completed engineering course from a recognised institute. Since MA Philosophy is an advanced course you would be expected to have basic knowledge related to the course. And to qualify for entrance exams you will have to study Philosophy. You can pursue MA Philosophy after BTech if you want to become a Philosophy teacher.
