Yes, as you have queried, Public Universities in Germany do not charge any tuition fees. However, one may have to pay a token towards administrative charge. If you wish to pursue M.Sc from government institutes, why not you appear in IIT JAM exam? The IIT JAM exam is one of the prestigious exams of India which is conducted every year for M.Sc. Admissions in top colleges like IITs, NITs, IISc, etc. This exam is conducted in seven subjects including Physics, so if you wish to do M.Sc.
