Hello Harsh,
Choosing your nearby government colleges can be your choice.Keeping in mind that this profession needs a lot clinical practice,choose your college wisely providing enough practice and mainly IAP approved colleges only.
Ahmedabad and Vadodara Government colleges are first choice of some or else there are some well known private and trust authorized colleges in Ahmedabad
Ahmedabad institute of medical Science is one of good college for physiotherapy students.

The admission for the above mentioned courses will be done on the basis of score obtained in MH-CET only & not on the basis of NEET.

Yes, you will have to study there first, to become a registered physiotherapist. You can get credits transferred from your current Indian degree. Here is a list of colleges offering physiotherapy courses:
