The cutoff for HD Admissions in Civil Engineering depends on the minimum score obtained by the candidate. And, it keeps on changing this year. However, for getting admission into ME in Civil Engineering, try securing 150+ in the exam out of 300. All the best.

The integrated first degree course of MSc (Hons) in Economics, the eligibility criteria is that candidates should have passed the 12th class examination of 10+2 system from a recognized Central or State board or its equivalent with Physics, Chemistry, and Mathematics and adequate proficiency in English. So, unfortunately you are NOT eligible for doing humanities in Pilani Campus. I would suggest you to search colleges in DU or any central university. At BITS Pilani, you have provision to choose electives means that if you have got chemical or civil but you wanted mechanical then you can choose mechanical engineering as one of the electives. Similarly, you can choose 3-5 electives in engineering branches.
But in VIT, Vellore, there is no such provision. So, if you are interest in CSE alone, then go for VIT, Vellore CSE.
