At any flying school in general to become a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible. It hardly matters. Even if you fail once you can practise and prepare better for the next time and appear again. There's no Specific number of attempts mentioned by DGCA.

Scholarships are provided by OBC Commission and SC/ST Commission. Some flying schools also allow scholarships depending on their Entrance Exam. Congratulations for clearing all your exams. That's a big achievement and you have crossed half the path.
Yes you can take admissions to IGRUA for completing your CPL. But the procedure for admission is the same as for others. You will have to clear the entrance exams.
