No Diploma holders are not entertained for CPL Training. You will have to clear class 12 with 50% marks in PCM. This is the only way by which you can apply for CPL Training. Diploma does not holds good in terms of DGCA regulations.

There's no such agreement done at IGRUA or any other flying school for that matter. The course fee may differ by some amount depending on the fuel prices in the international market and the cost of training as decided by the institution.
But it rarely happens that the finally paid total fee will differ too much from the estimated fee as calculated or declared before commencement of training.

If you are aspiring to be a pilot, then it will not be of any major use, because you will be flying in an environment where English will be majorly used for almost all the communication. Radio Telephony and ATC communications will require usually English and you may also communicate in French, but only when you fly in French airspace. Now, if you are aspiring to be a cabin crew, then French will be helpful, because cabin crew directly interact with the passengers and many passengers who are of French origin would not know English. So, communication with them would become easy and flawless, if you can speak in their language. This would

If you belong to the reserved category like OBC/SC/ST then you can contact your community commission. They have schemes and provide freeship and scholarships to candidates belonging to their community. You may also do 'C' Certificate of Air Wing, it will help you in getting 40 hours of free-flying from any government flying club. Otherwise, the last resort is a loan from banks which almost everyone does.

AME will not take you to a pilot's seat in the cockpit. The requirement to become a pilot is 10+2 with 50% marks in PCM, if you satisfy the criteria then only you can take admission and pursue your CPL training. After the completion of the training, you will be issued a license by DGCA. Only then you can apply and become a pilot.

The selection procedure remains the same because you are ultimately going to join for the same position. After being graduated you will get the chance to serve the forces as a technical engineer. NDA entry allows you to serve as an officer after 10+2, And as Sipahi after class 10. This allows you to enter the permanent commission in defence forces. After CDS you get entry usually in short service commission. NDA and CDS takes you to SSB before you finally get recommended. AFCAT leads you to AFSB before you for finally get recommended for the position applied.
