Yes, it is valid. The NIOS Certificate is just valid like other educational boards like CBSE, ICSE and others. You can surely apply for the Airline Institution after your NIOS studies.

It is pretty straight forward, you don't get the driving license until you are 18. So, it very unlikely that you would get license for piloting at that age. And higher education in preferrably science is also required.

Getting commercial pilot's licence is quite tough, at least in India. After having obtained commercial pilot license, invariably everybody gets placed in one or the other civil Airlines in India. For the past many years, passenger as well as cargo traffic is increasing at the rate of 15% per year and is expected to show the same growth in years to come. In view of this almost all Airlines have increased their aircraft strength or are in the process of increasing it. As per the height requirement, it all depends on the airlines you are working for. Generally, these requirements have not strictly being followed today.
