Yes, it is valid. The NIOS Certificate is just valid like other educational boards like CBSE, ICSE and others. You can surely apply for the Airline Institution after your NIOS studies.

To study Aeronautical Engineering, you need to have the below requirements to be eligible for the course. To be an aeronautical engineer one should have a graduate degree (B.E/B.Tech) or at least a Diploma in Aeronautics. The basic eligibility criteria for a BE / B.Tech is 10+2 or equivalent examination, with Physics, Chemistry and Mathematics and must have a fairly high percentage of marks in the aggregate.

CPL is an 18 months course, training class starting dates vary from school to school or university to university. As per I know it starts from the middle of July or August.
