Yes, you are eligible for pursuing B.Com programme from any decent college of Delhi University as you have scored a good percentage and as the ranking of colleges is considered, choose the college which is best suitable to you in terms of transport, faculty members & many other factors.

You can learn a programming language like Python. There are tutorials available on YouTube and toes videos really help a lot, if you are a beginner. After learning basics, try to solve puzzles as many as possible. It will help you to build your coding logic. All the best.
