If you can learn only one for now, go with C. Also, get acquainted with OOP, if you wish to master Java.

Learning C will be better. It'll help you get over syntactics and ease your learning.
Also, some knowledge of OOP is highly recommended, preferably via C+.

There are so many online certifications in Python available as well as valuable too. You must have basic knowledge of the syntax of Python before opting any online certificate course. Minimum duration of any course is at least 4 weeks to 6 weeks. Some online python certifications providers are as below:

Some of the roles that I can think ( to begin with )of for IT sector are:
Developer, testing engineer, network engineer, hardware engineer, system analyst, web developer, web designer, Tech support, quality teams, DBA. On the other hand there are people who have their careers in business analysis, or as a technical trainer, business development specialist. Upon a couple of years of experience, you could change your role, or move onto leader position in the same ladder too.

Yes, it is necessary for an Electronics Engineer to be proficient in C. C is the language used to the programme embedded systems (it is generally referred to as Embedded C). C lets you view the system at a lower level compared to High level languages. C lets you deal with memory addresses directly and manipulate individual bits of data using bit manipulation operator. Once you learn C, it becomes easier to learn other languages. If you are new to programming most of the points mentioned above won't make sense to you. But once you learn C, you will appreciate it.

There is a wide range of opportunities in programming languages. But, there are so many languages like C, PHP, Java, C+, Python, etc. Choose your language which you have interest and learn and research. Practice more and more. Once you have skills in any language, you can join any organisation as a programmer. Coding is involved in all the three branches. In fact, programming is compulsory and your course will start with a compulsory programming language like C+/Java, etc. There will only be one or two electives which will differ. Hi,
The comparison of courses which you have mentioned is a little odd. The most important thing is your interest. CCNA is a networking certification course, RHCE is Linux, and PHP is designed for development. If you are interested in networking as a career, then CCNA is the option whereas RHCE is good for Linux Admin/System Admin. Being honest with you, it's really difficult to suggest which course would help you to get an immediate job but I would suggest you go for CCNA. Also, I would strongly say that CCNA is a big course and basic concepts must be cleared.
