Good to see that you have done Diploma in Electrical Engineering. However, you need to be more precise about your interest because Oracle offers lots of courses and SAN is a storage solution.
I would advise you may pursue either of following courses:
Cloud Computing
Python Script
IOT
Big Data
DevOps
CCNA
IT Security
Mobile App development
Robotics

Pick study materials of an appropriate level, do not rush things. For example, pick a book on programming language like Python for beginners, take a MOOC course and practice a lot as you learn new material.
Read a few books on different topics like programming languages, networks, web, OS, databases, algorithms and data structures, GIT. This will set a good base for you.
After you read a few books and practice all that you will know yourself how to continue, what to learn and what's the most efficient way for you.

Here is the preparation strategy for TISSNET to avoid some of the common mistakes in the exam:
Getting through HRM & LR programme at TISS Mumbai involves three stages:
TISSNET
Group Discussion and Essay
Personal Interview
TISSNET: It is an online aptitude exam and is divided in three sections (weightage is roughly equal for each section, though subject to change every year):
Quant: If you are already preparing for other management exams then you will find the Quantitative Aptitude questions to be fairly easy. However, if you are only aiming for TISSNET then I would suggest you to cover all Quant topics that are covered in management exams

As you have completed the MA in History, if you have got more than 55% marks in your Masters degree than you can surely apply for the NET exam.
There is 5% percentage relaxation for the reserved category candidates.
I found a blog where, you can check the complete eligibility criteria in detail from the link given below:

It's great that you have selected Python to move forward because as you well know. PY is one of the fast moving language in Machine Learning, Cloud computing and web development. I am not finding institutes in Kerela who provides Python but I would suggest there are so many good and reliable online courses on Python.
