IELTS barrier has been recently lifted bringing the average for admissions around 6.5 band. GRE and IELTS are both requirements for any form of study you wish to pursue along with the additional work experience that is often required. In most cases, you'll be able to find colleges which will allow a 6 band but there are better opportunities out there for you. If you believe you're falling short, my best suggestion to you would be to give another IELTS and enroll yourself in a form of study which would then allow you to scale up to a PR and a job opportunity in Canada.
