On both, IGNOU has a better offering as I have seen the government universities like Kurukshetra University gives you the worst study material in terms of relevance to modern times. IGNOU has a name and there you can find flexible learning facility in terms of subjects.

Aah! An engineering graduate desirous if doing a course in psychology. Great. I personally like psychology since it teaches us many things in life. I would advise you to download brochure cum application forms of IGNOU & Annamalai. Go through it and then decide on the course that you want to pursue based on eligibility.

The basic eligibility criteria for pursuing psychology degree is qualifying 10+2 or equivalent examination in any stream. Some reputed colleges and institutes demand a minimum of 50% marks in 10+2 as qualifying criteria to secure admission in this course.
