Hi,
Admission chances will depend on your profile, if you are aiming for top ranked universities like Oxford or Cambridge etc. You must have a very good undergraduate degree, some relevant work experience or internships, recommendation letters etc. The scope of job after studies is a dicey matter in UK, it's not easy, however if you study well you will have a chance. Also job opportunities outside UK can be checked.

The Australian National University, Curtin university, Manchester metropolitan university UK, Harvard Kennedy school are best abroad and Pondicherry University, Indian institute of Public administration Delhi, Jamia Millia Islamia, Aligarh Muslim University, Banaras Hindu University, Central University of Tamil Nadu are the best ones. Yes, you can study. Why should being an Indian be a problem at all. If you meet admission requirements, have good grades and some experience in thia sector you should be accepted. You have to start checking university websites for entry requirements, take GRE IELTS TOEFL etc. And necessary steps mentioned on university admission pages for acceptance.
