I don't think they support lateral entry, still if you want a definitive answer, contact Chandigarh JAC, since they are ones taking care of admissions in PEC and other colleges in Chandigarh.

The SC and ST candidates are exempted from paying tuition fees in NITs. So, they have to pay the mess or other charges. While in PEC 50% tuition fee waiver is provided to SC/ST students.

 As you have scored 80 percentile in JEE Mains exam 2019, so you are eligible to participate in the JOSAA counselling process. The seats will be allocated on the basis of your rank in JEE Mains exam.
