Hi Vamsidhar,
Anyone can study civil engineering. It is the most easiest and fun branch because you will study about the things you are seeing in your daily life. Also it is the branch in which experience and knowledge about the subject matters the most.
Gain knowledge from the college and experience from internships and your initial jobs and after you have both, you will be getting around Rs 10 lakhs per annum (minimum).
It's true that civil engineers takes longer time to settle because they lack experience.

There's no such thing as best course. It depends on your interest in the subject. If you go by placements then CS and information science is the best. However, this field is little saturated. Many students are shifting toward the electronic field as it is an emerging industry and there's a lot to learn in it. Placements in ECE and telecommunication is also pretty good. Mechanical and civil engineering are evergreen branches. Students of mechanical engineering deal with machines and engines whereas civil engineering students deal with the structure and design of buildings and soil.
